This is a side-effect of the new Vista/Win7 security measures. In order for the Config application to configure your panels, you also need to change permissions to the Flight Simulator folders. It has been 4 months since the last update so here is the latest one! Extract the file 'worldwide.bin' to C:/Program Files (x86)/Garmin/GNS400W-500W Trainer/Trainer/ or the equivalent directory of your Garmin trainer.
